David Manley

Lead, Green Fiscal Policy

David Manley leads IISD's work on environmental taxes within the Economic Law and Policy program as part of our Tax and Sovereign Debt sub-program. He works with countries to use taxes and prices to help people, the climate, and biodiversity.

An economist with almost 20 years of experience, David has expertise in energy and taxation, focusing on accelerating the global energy transition and reducing poverty in oil-dependent countries.
 
Previously, David helped lead the National Resource Governance Institute’s program on upstream oil and gas in the energy transition and worked on critical mineral policies. He has worked with civil society and governments in Colombia, Mexico, Ghana, Nigeria, Tanzania, Zambia, Indonesia, the Kyrgyz Republic, and Myanmar.
 
Based in London, David holds a master’s degree in economics from the London School of Economics.
